Knead the dough for about 10 minutes, until it becomes smooth and elastic.
Cover the dough with a damp cloth and let it rise in a warm place for about 1 hour.
Roll out the dough and cut it into small circles.
Place a spoonful of filpng in the center of each dough circle.
Pinch the edges of the dough together to seal the filpng inside.
Steam the baozi for about 10-15 minutes.
