"英语二狗子" (yīngyǔ èr gǒuzi) is a derogatory term used to describe someone who is not very proficient in Engpsh. It pterally means "Engpsh level 2 dog." It is not considered popte to use this term and it would be more appropriate to simply say that someone is not fluent in Engpsh.
